Title I is a non-discriminatory federally funded program passed in 1965 as Title I of the Elementary and Secondary Education Act. It provides funds and guidelines for supplementary instruction for students with educational needs. In 1988, it was amended as Chapter 1. It was rewritten in 1994 as part of the Improving America's Schools Act, Public Law 103-382, Title I. The United States Department of Education oversees these funds and grants money to states dependent on the number of low-income families in each state. The NH Department of Education oversees these funds. Changes in the law require more participation of parents in the planning and evaluating of the Title I programs and in the development of District plans to guarantee high quality instruction for all students. The combined federal funds application is geared to the District's ability to meet goals identified in our Local Education Improvement Plan (LEIP). The federal application supports resources for schools where the concentration of poverty is the highest and provides funding for program planning at the building level.
ConVal's federally funded Title I program is designed to meet District policy and goals. Title I supplements regular classroom instruction. It includes small-group reading and writing instruction, Kindergarten through grade 3 and extended day Kindergartens. Students are chosen for Title I on the basis of oral text reading, classroom measures of writing and spelling, and teacher and parent recommendation. Those children who have the greatest needs are served by highly qualified, certified teachers funded through the Title I grant. The program serves about 140 students in the five eligible schools in Antrim, Bennington, Dublin, Francestown, and Peterborough.
READING RECOVERY PROGRAM
ConVal is part of the State Reading Recovery Project. The State Department of Education and Title I fund Reading Recovery Teacher Leaders who oversee all teachers in the project and maintain the integrity of the program. Reading Recovery is an early intervention opportunity for first graders in all ConVal Schools whose reading process is emerging slowly. The goal is to help students discover the joys of reading and develop strategies that good readers use so that they can become independent readers and writers and can continue learning in a classroom setting.
